Allows customers to configure the sample_one_in_n parameter.
This API is deprecated in favor of the Sample-Percent API. Note, the Sample-Percent API can only be used with microsats 2022-04-28_17-39-22Z and later. If this API and the Sample-Percent API are used, old microsats will use the sample_one_in_n and the new microsats will use the sample_percent.
